Bhagat Singh Tomar was born on June 9, 1991, in Agra, Uttar Pradesh, India, to Lt. Ram Prasad and Goma Devi. He completed his Bachelor of Commerce (B.Com) from RBS College, Agra, and went on to become a Chartered Accountant through the Institute of Chartered Accountants of India (ICAI). He has completed various specialized courses, including:
- Certificate Course on GST from ICAI
- Export and Import Management from the Indian Institute of Foreign Trade
- Compliance Audit Intelligence and Fraudonomics from Alnazaha Association, Dubai
